AGREEMENT CONCERNING JAPAN
The Heads of the three great Powers - the Soviet Union, the United States and Great Britain - reached an agreement according to which within two to three months of the surrender of Germany and the subsequent end of the war in Europe, the Soviet Union will enter the war against Japan on the side of the Allies on the following conditions:
1. Maintaining the "status quo" in the Republic of Mongolia.
2. Recognition of the rights of Russia violated by the treacherous Japanese attack of 1904, namely:
(a) The southern part of SAKHALIN Island and the ISLANDS ADJACENT to it should yvbe returned to the Soviet Union.
(b) The COMMERCIAL PORT of DARIEN will be internationalized and the preeminent interests of the Soviet Union in this port will be saved. The concession to the USSR to use PORT ARTHUR as a NAVAL BASE will also be re-established.
(c) The Chinese Eastern Railway and the Southern Manchurian Railway that provides connection to the port of Dairen will be operated by a purposely created Soviet-Chinese COMPANY. It is understood, however, that the interests of the Soviet Union will be safeguarded and that China will retain its Sovereignty over Manchuria.
